Emancipation proclamation

Issued by President Abraham Lincoln on September 22, 1862 and effective on January 1, 1863, it did not free a single slave but allowed black men to "be received into the armed service of the United States to garrison forts, positions, stations, and other places, and to man vessels of all sorts in said service."
